Performance Work Statement (PWS) Efforts: (1/15/09)
Safety Support Services
There has been no change in the status of the Safety Support Services Public-Private Competition status during the month of December. To summarize the status, the CNIC cancellation request was approved by SECNAV and forwarded to the DoD Competitive Sourcing Official’s office for review/approval. OPNAV N124 endorsed the cancellation request and committed to work with CNIC to review the merits of possible alternative workforce shaping strategies for the Safety program's functional areas. CNIC responded to questions from the Office of the Secretary of Defense (OSD) regarding the cancellation request.
Pay, Personnel & Passenger Transportation (3PT) Support Services
The Pay, Personnel & Passenger Transportation (3PT) Support Services’ 80% draft PWS was posted on the Navy Electronic Commerce Online (NECO) website Dec. 2. Questions and comments on the 80% draft were due to the Contracting Office by Dec. 30. The PWS team is addressing and responding to the inquiries received. The clarifications resulting from comments and questions will be incorporated into the PWS prior to release of the final Request for Proposal. The PWS Team Leader has briefed employees enterprise-wide about the Personnel Administration Support System (PASS) network. These employees are available to assist the Regions in better understanding the requirements of the PWS, acting as Subject Matter Experts (SMEs) if questions arise concerning the PWS. This communication mechanism will insure the PWS incorporates the requirements and standards expected by world wide 3PT customers. The final solicitation will include a scheduled site visit to a Personnel Support Detachment (PSD) to allow prospective bidders the opportunity to view a working site. It is anticipated the 100 % PWS will be released during the first quarter of 2009.
Identification Card Administration (ICA) Support Services
The Identification Card Administration (ICA) Support Services Contracting Officer posted the Request for Proposal (RFP) on Oct. 22, and the proposal responses due on Jan. 16, 2009. The PWS team continued to review questions and comments regarding the PWS during December. Any changes to the PWS, if determined to be required, will be issued through an amendment to the RFP. After the solicitation closes, and an initial review of the offers received is conducted by the Contracting Officer, a Technical Evaluation Board (TEB) will be convened. The TEB will evaluate the offers from a technical standpoint to determine if the offerors have demonstrated they can meet the requirements of the work effort identified in the PWS.
Agency Tender/Most Efficient Organization (MEO) Efforts:

Pay, Personnel & Passenger Transportation (3PT) Support Services
The 3PT MEO Team completed their review of the 80% Draft Solicitation, developing 97 Requests for Information (RFI), also know as questions/comments, concerning the Draft. The RFIs were delivered to the CSACOE Contracting Office on Dec. 29. The Fleet Industrial Supply Center (FISC) continues to make progress acquiring an Agency Tender Subcontractor. FISC convened the Technical Evaluation Board mid-December for the Subcontractor proposals received. The Agency Tender subcontractor is expected to be selected and onboard prior to the release of the 100% solicitation.
Identification Card Administration (ICA) Support Services
On Nov. 5, the FISC Norfolk Contracting Department awarded the contract for the Agency Tender Subcontractor to SERCO. Since this time, the ICA MEO Team and SERCO representatives have met in both Huntsville, AL and Pensacola, FL to develop the Agency Tender. A core group of team members are meeting in Reston, VA to finalize the development of the Agency Tender prior to submitting it to the CSACOE Contracting Office by Jan. 16.
Implementation Efforts:
Non-Guard Security (NGS) Support Services
Phase-in of Integrated Security Support Solutions (IS3), the Most Efficient Organization (MEO), began on Dec. 1 with full performance targeted for Apr. 1, 2009. Transition of any remaining contractor efforts to the MEO will occur on Oct. 1 2009, concurrent with the beginning of the first full year of the new organization’s performance. An NGS implementation briefing was provided at the Force Protection Working Group meeting in San Diego on Dec. 10. The IS3 Director, on board as of 8 December, participated in the meeting, answering questions and outlining the structure of the accepted Most Efficient Organization. Regional leadership/management and employee briefings are being scheduled for January and February. Briefing dates and locations are being coordinated and will be announced as quickly as possible. The briefings will be a combination of video teleconferences and “town hall” style briefs. The IS3 Project Management Office has hired the Technical Director and is on schedule to complete the Office staffing in January. Regional manager selections will be completed in January. Appointment of additional installation level placements/recruitments will continue during the remainder of January. Employees interested in being considered for promotions within the MEO should ensure that they have a current resume in CHARTS. Employees are encouraged to check the website frequently.
